Ok, it's not completely "offline". It just uses a radio (TxTenna ) to transmit onto the internet. It's still cool that it doesn't require traditional internet access. It's probably about as safe as you can get to keep hackers out of your private keys.
If I had the time, I would go pick up a satellite dish and connect to the blockstream satellite. Cool stuff.

That depends. In general, it does not - unless you have a "like TOR" network. So you give me a signed transaction and I pass it on. On the other hand, on the GSM protocol it is not worth it, because it is controlled ;) The best way is to create a mesh network with Wifi / Bluetooth / goTenna / something else.
There have even been attacks against LTE (Ghost Telephonist) but I guess using a non standart channel is always a good thing.
