Banning users is not yet available. In fact, "banning" in the traditional sense will not really be available ever, but a auto-ignore will be available for a group. The plan is to only truly ban users if they do or post something illegal.
They way it will work is that users who are malicious will have their content hidden by default, but view-able by clicking on it. Others can open it if they want, and maybe the users can even redeem themselves, but the user will be punished in the group. This will help the moderator keep things clean, but also help prevent abuse of authority.
Keep in mind that this website is being built with new features and bug fixes every day. If there is something you would like to see sooner - write a comment on the github page, or even contribute to development if you can (it's open source).
The first priority right now is to fix the Languages support so that users can have a consistent experience. Moderation features are then second on the priority list.

Thanks for the answer. For now I cannot see an option to ban or delete the post from malicious users.Regarding the ban approach. I'm the one who moved here from wykop.pl community, where similar solution is deployed: blacklisted users's posts are folded by default. I don't considered it as a solution, because most users still unfolds the content and replies to them or refer in other way anyway, making the flame war actives. Please reconsider the stronger tools for moderation and possibly an option of closed (invite-only) groups for users who want to pay for higher quality content to creators and are tired of spams and trolling.
The recent new wave of users you experience here is from wykop.pl #bitcoin. There are all kinds of spam and advanced trolling forms there and they are trying to bring it here also. Please think of other options which allow everyone to coexist peacefully. Some kind of blacklisting feature is a must, but there should be more tools to prevent exploiting the platform.
I appreciate the feedback! Does that other site have monetary incentives for positive content?
I may look into other options such as preventing replies, payment for making comments (for some time) or others. Basically, I would rather incentivize the good behavior and punish bad than have an authoritative control on the forum.
I will consider very seriously what you have written and I hope to build something here which is different and a good community.
I should also add that users who are under punishment will not be able to downvote others in the group. They can still upvote.
